Before shipping wine into the United States, a Certificate of Label Approval(COLA) is required from the Alcohol and Tobacco Tax and Trade Bureau(TTB). Wine importers and wineries used to send their labels to the TTB by mail, but the submission process has changed since the introduction of TTB COLA Online, the official web site for submitting wine labels online to the Alcohol and Tobacco Trade Bureau (TTB). If you were to send your labels by regular mail, it is very likely that your labels will be overlooked or sent to the TTB messaging system online, a secondary system that is not favored by TTB reviewers. In the worst case scenario, your wine label paperwork could be misplaced. Ideally, Certificate of Label Approvals should be sent through COLAs online, ttbonline.gov, the web portal for wine label submissions.

Why is a Certificate of Label Approval(COLA) required for my wine?

Prior to selling a wine product in the United States, a Certificate of Label Approval(COLA) is required from the Alcohol and Tax Trade Bureau(TTB). The purpose of this government form is to ensure safety for the general public, prevent consumer deception, and to make sure that alcoholic beverage label provide consumers with adequate information as to the identity and overall quality of the product.


Obtaining a COLA is the initial step if you plan on selling or importing wine in the United States. If the TTB does a random audit and finds out your company does not have a COLA for your particular wine, your company may face a broad range of enforcement: fines, product relabeling, and product recall.
